Who said the following "If a law causes more harm than that which it was created to protect us against, the law is wrong". I have tried finding it on the internet, no luck. Help, please.

perhaps

if its Ben Franklin, i would guess from his "Way to Wealth" or his letters pertaining to "Poor Laws"

however it is also a general stipulation of Tort Law and usable as a defense, although rarely won ...
